What exactly is a Windows Server CAL and why do I need one?
A Client Access License (CAL) is the legal right for a user or device to access Windows Server services. Microsoft requires that every user or device connecting to a Windows Server instance - whether for file sharing, printing, Active Directory, or Remote Desktop - holds a valid CAL in addition to the server license itself. Operating without CALs puts your organization at risk during a software audit.

What is the difference between a User CAL and a Device CAL?
A User CAL licenses one specific person to access the server from any number of their own devices - best for employees who work from a laptop, desktop, and phone. A Device CAL licenses one specific device that multiple users share - best for shared workstations like factory floors or reception desks. User CALs are the more flexible and common choice for office environments.

Do these CALs work with Windows Server 2019 as well?
No. Windows Server 2022 CALs are version-specific and cover access to Windows Server 2022 instances. However, Microsoft's downgrade rights mean a Windows Server 2022 CAL also covers access to older server versions (2019, 2016, etc.). If your server runs 2019 and you have no upgrade plans, Windows Server 2019 CALs are the correct purchase.

How many CALs do I need if I have multiple servers?
Under the User CAL model, each user needs only one CAL regardless of how many Windows Server 2022 instances they access. A user with a single CAL can legally connect to your file server, print server, and Active Directory server simultaneously - the CAL covers the user, not the server connection.

Do I need separate RDS CALs for Remote Desktop access?
Yes. Windows Server User CALs cover standard server access (file, print, AD). If your users connect via Remote Desktop Services (RDS) for full desktop or application sessions, they additionally require an RDS User CAL. Standard administrative RDP access by IT staff (up to 2 concurrent sessions) does not require an RDS CAL.
