What is a Device CAL and how does it differ from a User CAL?

A Device CAL licenses one specific physical device to access Windows Server 2022 services - any number of users can use that device. A User CAL licenses one specific person to access the server from any of their devices. Device CALs are the better choice when many users share few machines. User CALs are better when each person uses multiple personal devices.

Can I mix Device CALs and User CALs in the same environment?

Yes. Microsoft allows organizations to use both CAL types simultaneously. For example, office staff with personal laptops can be covered by User CALs while shared factory terminals are covered by Device CALs. Each CAL type is managed and recorded separately in your VLSC account.

Can a Device CAL be reassigned to a different machine?

Yes, but with restrictions. Microsoft requires a minimum 90-day waiting period before a Device CAL can be permanently reassigned to a different device. Exceptions apply for hardware failure or retirement - in those cases reassignment can happen immediately with proper documentation.

Do these Device CALs cover Windows Server 2019 as well?

Yes. Windows Server 2022 Device CALs include downgrade rights, covering access to Windows Server 2019, 2016, and earlier versions as well. If you are running a mixed server environment with both 2019 and 2022 instances, a single 2022 Device CAL covers the device for both.

Do I need separate RDS CALs for Remote Desktop access from licensed devices?

Yes. Windows Server Device CALs cover standard server access (file, print, Active Directory). If users connect via Remote Desktop Services for full desktop or application sessions, the device additionally requires an RDS Device CAL. Standard administrative RDP by IT staff (up to 2 concurrent sessions) does not require an RDS CAL.
